This PR improves the webview to reflect the current state of the extension.
It does two things:

  • Show "Verification Pending" when the extension in starting and doesn't have any diagnostics yet, instead of "Passed Verification"
  • Show "LiquidJava Not Running" when the extension is stopped, instead of keeping stale content visible
